I am directed by Ir. Secretary mary to refer to India Office letter No E & 0.1320/25 of the 11th March, regarding a proposal made by the GoverNDEL

of Hong Kong that the export of rice from Rangoon to Canton should be prohibited, and to transmit to you, to be laid before Secretary Sir Austen Chamberlain, the secompanying copy of a telegram which has bee addressed to Sir C. Clementi.

2. A further communication will be addressed te you on receipt of the Governor's reply. In the meantime I am to mggest that while the question is under consideration the possibility should be examined of arranging that, if it is considered desirable to permit mch shipments, permission shoul d only be granted en condition that the rice is
